Winnebago County Clerk's Office
The County Clerk’s office is headed by an elected official
and is one of the constitutional offices of Winnebago County. Fifteen
full time and one part time employees staff the office. The duties
of the County Clerk’s office can be separated into four divisions:
VITAL RECORDS/LICENSES
The Vital Records Division of the Clerk’s office records
and provides certified copies of births,
marriages, and deaths
that occur in Winnebago County; and issues marriage
licenses to couples planning to marry in Winnebago County. This
department also provides, liquor licenses,
hotel/motel licenses, amusement
device licenses, assumed name certificates, notary
public certificates, raffles licenses,
and Statements of Economic Interests.
ELECTIONS
The Clerk’s Election Division administers all elections
held in areas of the County outside of the City of Rockford. These
elections involve candidates for federal, state, county, city, village,
township, school, park district, library and special districts.
There are 128 precincts with over 88,000 registered voters under
the jurisdiction of the County Clerk. This division is responsible
for registering voters, securing election judges, organizing all
of the election equipment including voting machines and ballots,
counting the ballots and announcing
the results. In addition, the office trains deputy registrars
and election judges; provides precinct-polling
locations; publishes voter’s guides and the Winnebago
County Reference and Yearbook; maintains lists of precinct committeemen
and files campaign disclosure forms under state law.
TAX EXTENSION/REDEMPTION
The Clerk extends all taxes levied by
various governing units of the County. In addition, the Clerk is
charged with computing tax rates based on levies and assessed valuations
filed by each individual taxing district and the Board of Review.
The Clerk must make sure that the rates used in calculating taxes
are within the legal limits imposed by law and/or established by
a vote of the people. The Clerk collects all delinquent taxes from
properties that are sold or forfeited, and issues tax deeds when
required. The tax redemption area of this
office computes and collects payments for delinquent taxes.
COUNTY BOARD RECORD MAINTENANCE
The County Clerk serves as the Clerk of the County Board and the
Secretary of the Winnebago County Forest Preserve and attends all
of the meetings of both bodies. As keeper of the County records,
the Clerk is in charge of maintaining permanent files of all records
of the minutes, resolutions, and ordinances of the two governmental
bodies.
