the applications at a hearing and the County Clerk then issues
the liquor license. Application forms are available in the County

Raffle is a form of gambling similar to a lottery and is conducted
by an organization licensed under the Winnebago County Raffle Ordinance.
Only not-for-profit organizations that have been in existance for 5 years are eligible to manage a raffle.
A raffle is conducted when a player pays for a chance to win. No
person, firm or corporation can conduct a raffle or sell chances
for a raffle in the County of Winnebago without first obtaining
a raffle license. Raffle application packets are available in the
County Clerk’s office or can be downloaded from this website.
